Ontario sends more retirees and snowbirds to Costa Rica than almost any other Canadian province — and once you see the winters you leave behind and the lifestyle you gain, it is easy to understand why. Here is your 2026 guide.
Getting There: Toronto to Costa Rica
Toronto Pearson (YYZ) offers direct flights to San José in about 5.5 hours (Air Canada, WestJet), plus seasonal service to Liberia (LIR) in Guanacaste. Costa Rica is in the Central time zone — one hour behind Ontario's Eastern time — so there is essentially no jet lag and staying in touch with family is easy.
Escaping the Ontario Winter
Long, cold winters and steep heating bills are a major push factor. Costa Rica's Central Valley enjoys spring-like 70s–80s°F year-round with warm coasts and no heating costs. See our weather and climate guide and snowbirds guide.
Cost of Living: Ontario vs Costa Rica
| Expense | Ontario | Costa Rica |
|---|---|---|
| Couple's monthly budget | C$5,000–C$7,500 | ~C$2,700–C$4,800 |
| Rent (comfortable) | C$2,000–C$3,200 | C$950–C$1,600 |
| Heating (winter) | C$150–C$400/mo | C$0 |
| Property tax | ~1% of value | 0.25% of value |
Costa Rica does not tax foreign income, so your CPP, OAS, and private pensions are not taxed locally (Canadian residents should review CRA departure-tax and residency rules — we can point you to a cross-border advisor). See our Canadian retirees guide and residency for Canadians.
Choosing Your Residency Path
- Pensionado — US$1,000/month pension; CPP/OAS and private pensions can qualify. Details.
- Rentista — US$2,500/month or a US$60,000 deposit.
- Inversionista — US$150,000+ investment.
- Vínculo — family ties to a Costa Rican citizen.
Compare Pensionado vs Rentista.
Your Ontario Documents Checklist
- Certificate of conduct — an RCMP criminal record check (a certified, fingerprint-based check).
- Birth certificate — from ServiceOntario.
- Marriage certificate if applicable.
- Valid passport (12+ months validity).
- Proof of income or investment.
Since Canada joined the Hague Apostille Convention (in force January 2024), your documents now receive an apostille rather than the old authentication-and-legalization process. Federal documents (like the RCMP check) are apostilled by Global Affairs Canada, while Ontario documents can be apostilled by Ontario's Official Documents Services. Everything is then translated to Spanish, must be issued within 6 months, and filed together. See our apostille guide.
Where Ontarians Settle
- Central Valley (Atenas, Grecia, Escazú) — mild climate and established Canadian and American communities. See living in Atenas.
- Guanacaste — sunny Pacific beaches with direct seasonal flights from Toronto. See living in Guanacaste.
Timeline and Next Steps
Residency currently takes about 9–10 months based on Immigration's backlog, with permanent residency after 36 months. Many Ontarians start as snowbirds, then move to full residency with our team.
The Bottom Line
A direct flight from Toronto, almost no time change, no heating bills, and no Costa Rican tax on your pension — Costa Rica is a natural next chapter for Ontarians.
